Highlights from the Minutes of the Hamilton Naturalists' Club Board Meeting

Volunteer Director Portfolio
Doris Southwell is our new Volunteer Director, replacing Elaine Serena who retired from the position in the fall. We thank Elaine for her years of work on the Board and welcome Doris as Volunteer Director.

Aerotropolis
On behalf of the Club, Gord McNulty made a presentation before the Ontario Municipal Board concerning Aerotropolis. He reported that there were a number of other excellent presentations. The City has cut back on the size of Aerotropolis.

A Rocha and the Hamilton Naturalists' Club
A Flamborough family is planning to donate property to A Rocha Canada, with the Hamilton Naturalists' Club holding a conservation easement. A Rocha was founded in Portugal and is now present in 19 countries, carrying out environmental and education advocacy. A Rocha Canada's Board has not yet approved receipt of the potential property, but if they do, the local members would like to develop an environmental education centre there. Peter Scholtens, who is a member of the Hamilton Naturalists' Club and an A Rocha Canada volunteer, thinks that there is a possibility HNC could be involved in some of A Rocha's education and conservation initiatives because the goals of both organizations are similar.

Storage and Archives Committee
The Club has not made a donation of their minutes, publications and other documents to the Archives since 1983. The Storage and Archives Committee has gathered materials produced since 1983 for donation to the Local History and Archives Department of the Hamilton Public Library. A request has also been made for the Archives of Ontario to transfer the early Club materials from 1919 to 1983 (which were donated to them) to the Hamilton Public Library archives. The Library is currently upgrading and expanding their climate-controlled archives and should be moving all materials into the new facilities this summer. At that time, all HNC archival materials will be located in the Hamilton Public Library Local History and Archives Department and will be available to those who wish to study the Club.

Trivia Night
Everyone is reminded that the annual HNC Trivia Night will occur on Saturday evening, April 27 at St. Paul's United Church in Dundas. Please plan to attend. It is always lots of fun.

Website Renewal
Lindsay Burtenshaw has met several times with the Mohawk College professors and students who will undertake the development of a marketing strategy and website plan for HNC. The students want to know and understand our goals and will develop a survey for HNC Membership. There is no cost to the Club for this work as it is part of the students' learning experience. They hope to complete the project by next Christmas.

Niagara to GTA Corridor
Gord McNulty reported that the current option appears to be expansion of existing highways instead of a new one. Terry Carleton suggested that the Club send a letter signed by the President to Bob Chiarelli, Minister of Transportation, expressing the Club's point of view, and this has been done.

La Salle Marina and the Trumpeter Swans
The Board recommended that concerned HNC members write to the City of Burlington expressing their views on the effect of the proposed wave break on the Trumpeter Swans that winter at La Salle.

Aerotropolis
The hearing into Aerotropolis starts the week of January 14 and will last two or three weeks. Terry Carleton will represent the Club at the hearing. At this time, the city seems unsure of how much land it needs because companies have not shown a lot of interest in the project and the airport is not doing as well as the City had expected.

EnviroHero Award
Herman van Barneveld brought to the Board's attention an award that will be made by Earth Day Canada to a deserving environmental volunteer. Michael Fischer will look into the possibility of an HNC volunteer being nominated for the award. The winner receives $10,000 which goes to their organization.

Personal Reimbursement
The Board has increased the mileage allowance for individuals doing work for the Club from $0.40 to $0.41 per kilometer.

Mike Street addressed the December Board Meeting and discussed three topics.
1) The proposed wave break at La Salle Marina and the effect this would likely have on the Trumpeter Swans that winter there. There is concern that the wave break would allow the water to freeze in the winter, and the hard work that has gone into restoring the swans to Ontario would be undone.
2) The proposed Niagara wind farm will be placed on land that is much more highly populated than that at the Leamington wind farm. The turbines will be twice as tall and the blades twice as long as those at Leamington. If the windfarm is located near the escarpment, the Niagara Hawk Watch may be able to oppose it, but if it is farther away, there may be nothing that they can do. Mike will keep us informed.
3) The Falcon Watch is in a state of flux at the moment. Audrey Gamble has retired as the co-ordinator and Mike has taken over temporarily. The Falcon Watch needs more volunteers and more funding from grants, which are getting harder to come by, and from donations.

Website Renewal
Peter reported that he had a quote of between $3500 and $4000 for the Wordpress software. He will keep us informed about this, and in the meantime, the Website Committee will meet in early January.

Spaghetti Dinner Fundraising Report
The Club made approximately $3000 with over $1000 coming from the silent auction. Attendance was down, and the Sanctuary Committee discussed the reasons for this. We plan to hold the spaghetti dinner again next year.

Econet
Econet has put together a sustainability plan and assigned a fee to each participating group. The HNC will pay $75 per year to support Econet and its website, Act Locally.

Social Coordinator
Tony Scacchi has retired as Social Coordinator. The Board expressed its thanks for Tony's work. Catherine Flatt, who has been helping Tony, was appointed the new Social Director.

Volunteer Director Portfolio
Elaine Serena is retiring from the Volunteer Director position. The Club is looking for a replacement.

Cootes to Escarpment Memorandum of Understanding
Our commitment to the Cootes to Escarpment System is $1100 per year for three years, after which time the commitment will be reviewed to see if it is working. The Board approved the contents of the Memorandum of Understanding.

Donation of Nolan Property, HCA
The Board has agreed to donate $5000 to the Hamilton Community Foundation to support the HCA in the acquisition of the Nolan property, which will be part of the Cootes to Escarpment System. The Nolan property is location on York Road in the Pleasantview area of Dundas.

Website Renewal
Peter Scholtens is looking into the cost and feasibility of using Wordpress for our website. Wordpress would allow us to update the site ourselves, which would be faster and easier than our current system.

Niagara to GTA Corridor
Approximately 500 people attended the most recent meeting in Burlington. The City of Burlington is still waiting to hear from the province, but things may be on hold because the government was prorogued.

Enbridge Pipeline in Flamborough
The Club sent a letter of concern regarding the shipping of bitumen through the Number 9 Pipeline in Flamborough to the City of Hamilton's General Issues Committee. The letter was well-received at the Committee's meeting. We thought that Enbridge was going to attend the meeting, but they did not. We understand they have now applied to the National Energy Board for approval to send western bitumen through the pipeline.

La Salle Marina Wave Break
La Salle Marina wants to expand their slip capacity. To do this, they would have to construct a wave break. There has been some concern expressed regarding the effect of the wave break on the wintering Trumpter Swans. There is also some suggestion that the wave break would result in increased fish and wildlife habitat. President Michael Fischer will look into this and report to the Board.

Rick Ludkin's Kenya Project
Rick Ludkin, chief bird bander at Ruthven Park, is undertaking a project in S.W. Kenya to introduce children there to birds and nature. He has requested some support from the Naturalists' Club in the form of donated binoculars or money to purchase binoculars and copies of The Birds of Kenya from Harvard Press. The Board decided to donate $300 to Rick's project and request that he tell HNC members about his efforts in Kenya some time after he returns. He is leaving on January 18 and will return in February.

Niagara to GTA Corridor
Gord McNulty attended a meeting of the Coalition on the Niagara Escarpment and reported that the Minister's comments of two years ago, stating that there would be no corridor across the Niagara Escarpment in North Burlington, are meaningless. The bureaucrats in control of planning the highway do not take their orders from the minister. The corridor remains a threat.

Field Events Report
Gerten has been in touch with the Recreation Directors at McMaster and Mohawk concerning free student memberships and will follow up on posters for both locations. Gerten also reported that the HNC display at the Locke Street Festival was very successful, attracting many visitors and gaining us some new members. She recommended that we attend next year and suggested some improvements in our presentation. Fran Hicks takes over as Field Events Director at the AGM.

Enbridge Pipeline
Gord brought to the Board's attention the plan to ship bitumen from western Canada through the Enbridge Pipeline that passes through Flamborough. At present, refined oil moves through this pipe from east to west and is less difficult to ship than bitumen. Don McLean has been active in bringing this matter to the attention of the Club and City Council. The City's General Issues Committee will be holding a meeting to discuss the pipeline change, and an e-mail motion requesting that the Club send a letter of concern to the General Issues Committee was passed.

Econet
In the mid-2000's a Trillium Grant was awarded to bring environmental and other like-minded NGOs together to discuss environmental issues. They established a website, actlocally.info which publicizes members events. The website is getting old and has developed problems. Warren Beacham has been the Club's representative at Econet and advised the meeting that changes will have to be made and there will be a request for funding in the future. He stressed that the HNC and other groups should continue to support Econet. He asked Board members to visit the website actlocally.info.

Property Update
Jen Baker has been taking students to the Amaolo property for nature instruction. Students have been climbing and falling on the banks of the pond as they attempt to examine pond life. As a result, the Land Trust has voted to build an Education Deck for the safety of the students and protection of the environment. Ninety to 95% of the cost will be covered by grants and the remainder by donations and volunteer work. The Board voted to support the Building of the Education Deck.

Website Renewal
Kyle Bates is our new webmaster. He has also started a new job, so he will not have time to undertake the renewal of the web site. We may have to hire someone to do this, and Peter Scholtens is looking into the cost and feasibility.

Donations in Lieu of Gifts
The Club has received some donations in lieu of birthday gifts. Maggie Sims, our Membership Director, is sending out cards in acknowledgement of the donations.

Spaghetti Dinner Fundraiser
The Second Annual Spaghetti Dinner Fundraiser will be held at St. Paul's United Church in Dundas on November 17th. Jen Baker is looking for volunteers to help out at the event and donations for door prizes. If you can help, please contact her at 1jenbaker@gmail.com

Financial
Jim Heslop reported that the Club made between $1100 and $1200 at our Trivial Pursuit Night.
The Board voted to change our accounting system from Excel Spreadsheets to Quick Books. This will make the financial tracking of our projects and the production of financial reports much easier. Our auditors are in favour of the change, in fact they encouraged us to look into it. It will not cost us anything to make the change because the Land Trust already has Quick Books and we can piggyback on their copy. They were able to purchase it at a discount because we are members of EcoNet.

Free Student Memberships
The Board approved a motion to give free HNC memberships to full-tie students under the age of 25. Students would receive their Wood Duck on line, but those who are unable to do so may request a printed copy from the Membership Director. The Free Student Membership program will be evaluated in a year.

Volunteer Drivers
A notice in the Wood Duck asks members who are willing and able to do so to volunteer to drive members to the Club's meetings.

Cootes to Escarpment Project
The Naturalists' Club is one of 10 stakeholders who signed the Memorandum of Understanding for this project. This indicates our commitment to the project which will establish a natural area between the Niagara Escarpment and Coote's Paradise in Hamilton/Halton. The RBG's Berry Tract and the HNC's Cartwright Sanctuary are both within this area.

Brock Street Development, Dundas
Conservation and Education Director Terry Carleton has met with the local group The Citizen's Group for Responsible Development, who oppose the proposal by a developer to build a seven-story apartment under the Dundas Peak and encroaching on an ESA in Dundas. He would need several variances in order to do so. Terry reports that the Environmental Assessment was poorly done, misidentifying a number of tree species. He will represent the Club at the June hearings with the City and will discuss plant life in the area. He has requested the presence of a geologist who can speak to the geological significance of the area involved.

HCA Spencer Gorge Management Plan
A public information session was planned by the Hamilton Conservation Authority for June 26th as part of their new management plan for the Gorge. At a previous information session, Terry emphasized the need to recognize and protect the biodiversity of the Spencer Gorge.

Volunteer of the Year Award and Betty Blashill Award
Nominations for VOY have been received and the awards will be presented at the November meeting. Board members were delighted to hear that former HNC President Jim Stollard has been awarded the Betty Blashill Award.

Funding for Natural Areas Inventory
Peter Scholtens, Elaine Serena and Jim Stollard met with the City concerning the funding sortfall for the current NAI and funding for future NAIs. This year's shortfall may be made up from the City's Stewardship Council, but funding for 2013 is still a problem. The City needs to set up a method of funding for the next NAI.

Cootes to Escarpment Report
Michael Fischer attended the Cootes to Escarpment CEO's meeting on March 7. The group is developing a model of management similar to that of the Hamilton Harbour Remedial Action Plan. So far, approximately $750,000 has been raised for the development of the plan. A company named Chimpanzee has been hired to develop a branding strategy for Cootes to Escarpment. The RBG is very supportive and McMaster University is now officially the tenth partner. The Cootes to Escarpment group has proposed a budget of $600,000 for the next two years.

NAI Letter to City of Hamilton
With the Board's approval, Michael Fischer has sent the City of Hamilton's Director of Planning Paul Mallard a letter seeking funding for the current Natural Areas Inventory and a plan for establishing a reserve fund for future NAIs. It is hoped that Jim Stollard and Michael will meet with Mr. Mallard to discuss NAI funding.

Volunteer of the Year Award
The time has come for the Board to consider nominations for the VOY Awards. Two awards are usually given: one to a Junior and one to a Senior volunteer. Junior and Senior refer to the length of time the volunteer has been involved with the Club.

Trivia Night
The Sanctuary Committee is planning a Trivia Night fundraiser for Saturday, April 28. It will be held at 7 p.m. at St. Paul's United Church in Dundas. For the first time the Club will have a liquor license for the event.

An e-mail motion was passed on March 2, 2012 in which the Board approved the sending of a letter to City of Hamilton Director of Planning Paul Mallard concerning a request for funding for the current Natural Areas Inventory and the establishment of a reserve fund for future NAIs.

HNC Storage Space
Lois Evans gave the Storage Committee the HNC documents she has been keeping in her house. It appears that combined with the Minutes now in the Ontario Archives, those brought by Lois and those currently held by Joyce Litster, the current Club Secretary, the Club has a complete set of minutes from 1919 to the present. Lois also brought some items of value to the Club. These include a first edition of R.T. Peterson's A Field Guide to the Birds (1934) which belonged to Owen Merriman, the Club's first President, a first edition of Britton and Brown Illustrated Flora of the United States and Canada (1896), several scrapbooks including one compiled by former Club President Marion Shivas, and George North's tripod and scope. The Minutes will go into the Hamilton Public Library Archives, but the Board will have to decide whether all the memorabilia should go into the HPL Archives or some of them should go into our display at the Hamilton Conservation Authority office at Woodend.

Birding Hotline
It's official, the Birding Hotline has been discontinued. Consult the Wood Duck for the number where you report your rare birds and interesting sightings.

Website Committee
Members of the Committee held their first meeting. They will examine the web site and develop ideas for improvement. One item to be addressed is the establishment of a clear chain of command to get the information to our webmaster, Mark Green.

Cootes to Escarpment Draft Governance Model
David Galbraith of the RBG will be meeting with the CEO's of all the stakeholders involved in the Cootes to Escarpment plan to reach agreement on a governance model. McMaster University, which was not previously involved, is now very interested. HNC and the other stakeholders will attend a CEO's Breakfast on March 7th.

Potential Change of Auditors
Treasurer Jim Heslop investigated the possibility of changing the Club's auditor in order to find a less expensive auditing service. He has found Gibb-Widdis of Ancaster. The Board has agreed to nominate Gibb-Widdis to conduct our annual audit. The Club's membership must approve the change before it can occur, so the nomination will be presented for membership approval at the April meeting.

Brock St. (Dundas) Development
Conservation and Education Director, Terry Carleton, advised the Board that a 7-story apartment development below the Dundas Peak on Brock St. has been proposed. The developer is attempting to put the development closer to the drip-line of the Environmentally Sensitive Area below the peak than regulations allow. This is something the Club would oppose.

Motions Passed:
That the Board approve the transfer of $8,464 (for fiscal years 2010 and 2011) to the Hamilton Community Foundation for deposit in our Habitat Preservation Endowment Fund, according to our agreement with HCF. An HNC policy recommends that a 15% portion of the funds raised for land acquisition be transferred to the HPEF at the end of the Club's fiscal year, based on financial feasibility. This is to help ensure the long-term sustainability of our nature sanctuaries.
That the Board approve a change of auditors from A. Polzer to Gibb-Widdis, subject to the approval of the HNC Membership which will be requested at the April general meeting.

HNC Storage Space
The Committee is continuing to gather material for inclusion in the Hamilton Public Library Archives. Signing officers of the Club have been updated, and the Club has rented a Safety Deposit Box where we will keep the originals of our most important documents, such as deeds and Letters Patent.

Birding Hotlinev
The Board decided that the Birding Hotline is not working and should be discontinued. A replacement number for bird sightings will be decided at the next meeting.

Director-at-Large
Gord McNulty, our Director-at-Large has been ill since the fall. The Board was happy to learn that he is improving and will back soon.

Website Management and Renewal
The HNC Website is in need of renewal. Lindsay Burtenshaw, the Club's Publicity Director, will head an Ad Hoc Committee to update the website. The Committee consists of 6 Board members and Mark Green, our webmaster.

Sanctuary Land Trust Visioning Session
The meeting will take place at Bay Gardens on January 28th. The purpose is to look at land procurement over the next 5 to 6 years.

Cootes to Escarpment Draft Governance Model
The Cootes to Escarpment group has developed a draft land procurement strategy and ideas on how the various groups involved will work together. They will present their ideas at the January 24th Sanctuary Land Trust meeting.

Dates to Remember Flyer
Mailing the Flyer with the Wood Duck would exceed our allowed mailing weight. It will be mailed out with the income tax receipts instead. Members should consult last fall's Flyer or the web site until the new Flyer arrives.

Publications Committee Report
vMost of the discussion in the future will be done by e-mail. The Committee is looking for volunteers to review articles for publication in the Wood Duck.

Natural Areas Inventory
Because some Board members where unfamiliar with the history of the NAI, Jim Stollard send them a brief history. Jim is no longer on the Board but he will remain as the Club's NAI liaison.

Status of the Junior Naturalists' Club
The Junior Naturalists' Club will start meeting in the New Year. Peter Scholtens, Jim Stollard and Brian Wylie met with Barb McKean of the RBG to discuss the program for the Junior Club. (See Motions Passed, below.)

HNC Birders' Hotline
No one picks up messages on the hotline and this is confusing and frustrating for those who want to report a bird or contact Board members. The future of the Hotline will be discussed at the next Board meeting where the Board will decide whether the Hotline should be discontinued and what other methods should be available for reporting sightings or contacting Board members.

Sanctuary Land Trust Strategic Planning Meeting
The Sanctuary Land Trust will be holding a strategic planning meeting on January 28th.

Sound System and Microphones at RBG
There have been complaints about sound quality at our meetings at the RBG. Peter Scholtens will speak to the person in charge at RBG concerning improvements.

Motions Passed:
That the Board rent a Safety Deposit Box at a local bank to keep the originals of the Club's important documents, such as Letters Patent and Bylaws, at an annual fee of no more than $300. Copies of the documents will be kept elsewhere.
That the Board review the terms of agreement with the Hamilton Conservation Authority and proceed in principle with an agreement that will allow Jen Baker, the Club's Land Trust Program Coordinator, to work two days a week for HCA doing land securement in the Hamilton watershed, beginning September 2012.
That the Board accept in principle the Junior Naturalists' Program as presented by the RBG at their meeting with HNC representatives on December 14, 2011.

Wood Duck Publication Committee Report
The Committee is developing a policy concerning advertising in the Wood Duck. Do we want to go this route or not, in order to raise more funds for the glossy Wood Duck?
Members who are finished with their copies of the Wood Duck will be asked to pass them on to friends or leave them in doctors' or dentists' offices. We hope this will give us more exposure and attract new members.

Storage Space for HNC Property and Documents
Any member who has HNC property or documents in their home, should contact the Board so that the Archive Committee can evaluate the material for donation to the Hamilton Public Library Archives.

Monthly Program and Venue Report
Rick Ludkin will be our January 9th speaker and Terry Carleton will speak on March 12. We are unable to use the RBG as our venue for February, March, and April so our regular meetings for those months will be held at the Perkins Centre at Main Street East and Kenilworth Avenue. There is parking across the road from the Centre.

Motions Passed
Snapping Turtle Petition
The Snapping Turtle is a species at risk. It has a slow reproduction rate, and its population cannot rebound from any kind of exploitation. In spite of this, it is still on the Ontario Fish and Wildlife Conservation Act Hunted Species List. Friends of Ontario Snapping Turtles (FROST) has produced a petition which Norfolk Field Naturalists passed on to HNC for our members to sign. The petition asks that the Legislative Assembly of Ontario remove the turtle from the list of hunted species. The Board approved the motion that members be asked to sign the petition at the November 14th meeting.
New Membership Director
The Board approved the motion to name Maggie Simms as interim Membership Director.

SEPTEMBER 29, 2011
Items Discussed:
- Natural Areas Inventory
There has been no new funding, but this summer ecological land classification was carried out in the Dundas Valley. In addition, botanical, bird, butterfly and dragonfly surveys were completed at many of the study sites.
- Renegotiation of the Agreement for the Continuation and Operation of the Habitat Preservation Endowment Fund with the HCF
Jim Stollard is reviewing the draft agreement sent to the Club from the Hamilton Community Foundation. He will pass the agreement and his comments on to the Board for consideration and approval.
- Storage Space for HNC Property and Documents
The "Storage Committee" has begun reviewing HNC holdings to decide what should be offered to the Hamilton Public Library for inclusion in their Archives. There are items being held at Woodend (HRCA Headquarters) which will remain there. Margaret Houghton of the HPL will decide on the acceptability of our other materials for the Archives, and the HPL will also retrieve the materials currently in the Archives of Ontario. Having them in the HPL Archives will make them more accessible because the Archives of Ontario stores them in Bolton.
- Glossy Wood Duck
Materials sent to the Editor for inclusion in the Wood Duck must be clearly marked that they are for that purpose. The Publication Committee will produce a new Style Book.
- Volunteer of the Year Awards
This year's recipients are Paul Attack (Junior Award) and Frank Morley (Senior Award). The presentations will be made at the November 14th General Meeting.
- Nomination Committee Report
The Committee is still seeking a Membership Director. Jean Stollard will remain as Acting Director until a new Director is found.
- Junior Naturalists
Last year the Junior Naturalists' Club was in hiatus. The RBG will be starting the Club again in January 2012. Barb McKean of the RBG will hold a planning meeting with a group from the HNC.
- New Members Welcoming Procedures
Elaine Serena suggested that we adopt procedures to welcome new members to the Club and possibly hold a hike for them to encourage their participation

SEPTEMBER 8, 2011
Items Discussed:
- Deer Management Advisory Committee
Hamilton Conservation Authority staff should have the final report of the Committee ready by the end of September. It does not recommend a cull and will likely ask for more monitoring and study.
- Renegotiation of the Habitat Preservation Endowment Fund with the Hamilton Community Foundation
CRA has changed the rules concerning charitable endowment funds. It is now possible to access some of the capital held in perpetuity should the need arise. HNC has contacted the Hamilton Community Foundation, which holds our HPE Fund, to see if we could renegotiate our original agreement with them, thus allowing us the option of using some of the capital should we have the need. HCF has agreed and a new draft agreement will be circulated to the Board for approval.
- Environment Canada Pronouncement
Environment Canada has indicated that they approve our proposed change to the wording of our by-law concerning what would happen to land gifts we have received under the ecological gifts program should the Club ever have to dissolve. The change will be presented at the AGM and Club members will vote on it. If it is approved, Environment Canada will receive a certified copy.
- Glossy Wood Duck
The 50th Anniversary of Spooky Hollow was marked by a special, glossy edition of the Wood Duck with coloured photos. The next three issues will return to the old format while the printer uses up his supplies, but in January 2012, the new format will be adopted permanently.
- New Funding Models for the Wood Duck
The new, glossy format of the Wood Duck will cost approximately $2500 per year more to produce than the old format. The Board is examining alternative ways to raise the extra money.
Motions Passed:
- That the Board approve the new wording of the Dissolution Clause #12 in the HNC By-law #1. The change will be presented to the Club members at the AGM for their approval.
- That the Board revise By-law #1 Section 6 to allow the Treasurer or person responsible for presenting the Club's audited Annual Financial Statements to do so on the Club's web site and by printed copy available on request, and no longer be required to print the Statements in the Wood Duck. Printing the Annual Financial Statements in a manner that does not take up too much space in the Wood Duck requires such small print that it cannot be easily read. The change will be presented to the Club members at the AGM for their approval.

- WOOD DUCK Editor
Herman van Barneveld is the new Wood Duck Editor. He is a biology and science teacher at Guido de Bres Christian High School and has experience producing a small newsletter
- Natural Areas Inventory
The Ontario Ministry of Natural Resources Species at Risk Stewardship Fund will provide approximately $80,000 to cover some of the work being done for the NAI. The funding will be spread over 3 years. Because of lack of funding earlier in the year, the 2011 work schedule had to be reduced. Work is being done in 13 areas.
- HNC Letter to the Niagara/GTA Corridor Team Regarding concerns over Possible Corridor Routes
The Transportation Development Strategy on the NGTA Corridor is 257 pages long plus indices. The NGTA study team has produced a good analysis of the environmental problems for whatever route is chosen. Gord McNulty will write a letter for the Club in response to the Development Strategy.
- Spooky Hollow's 50th Anniversary
The September issue of the Wood Duck will feature Spooky Hollow. Various club members have written articles to commemorate the Club's first sanctuary.
The Sanctuary Committee received Species at Risk funding in support of the Eastern Flowering Dogwood, $20,000 for 2011 and $30,000 for 2012. Land Trust Co-ordinator Jen Baker is developing a work plan.
Frank Morley led two hikes at Spooky for the Norfolk NatureFest.
- Environment Canada Pronouncement
The Hamilton Naturalists' Club is changing the Club's bylaws to provide better protection for gifts of land given to the HNC under the ecological gifts program. Environment Canada has requested the change as a safeguard to such lands should the Club ever have to dissolve. The membership will be asked to vote on the bylaw change at the Annual General Meeting.
- Storage Space for HNC Documents
Jean Stollard, Joyce Litster and Lois Evans met with Hamilton Public Library Chief Librarian Ken Roberts, HPL Public Services Director Rebecca Raven and Councillor Brian McHattie. The HPL has expressed interest in archiving our documents, both those now stored in the Ontario Archives and those that have been accumulating in HNC members' homes. The HNC Storage Committee will consolidate our materials, and HPL Archivist Margaret Houghton will examine them to determine what is acceptable for inclusion in the HPL Archives.
- HNC Sponsorship of Nature Guardian at Ontario Nature Youth Summit
The HNC is hoping to sponsor a young HNC member who would like to attend the ON Youth Summit this summer. The $300 fee would come from our Education Fund.

- That the Board approve payment of its remaining contribution to the Natural Areas Inventory Nature Counts 2 for 2011-2013 in May 2011, so that the transaction falls in the 2011/12 financial year.
- That the Board appoint Herman van Barneveld to complete the term of former Wood Duck Editor Tracey Conley.
- That the HNC partner with Joanna Chapman in the Urquhart Butterfly Garden Project in Dundas under the following conditions: 1) That the HNC receive sufficient funding to pay for the garden's maintenance and development. 2) That the HNC and Joanna Chapman negotiate suitable partnership agreements as needed from time to time. (3) That the City of Hamilton continue to host the Butterfly Garden in Centennial Park in Dundas.

MARCH 10, 2011
Items Discussed:
- Natural Areas Inventory
Jim Stollard and Jen Baker met with Mayor Bratina and made him aware of the funding difficulties for this project. They also advised him that the NAI is done every 10 years and there should be planning to see that there is funding available in the future. They also met with Brian McHattie concerning the same issue, and he said he would try to promote funding for the inventory. There is enough money to hire a coordinator and data entry person, but not to hire the field workers. Jim is still working on getting more funding.
- Wood Duck Editor
The search has been broadened and it is hoped we will have a new editor in place by September. Note: on March 23rd, Jim Stollard announced that there is a candidate for Wood Duck editor. Herman van Barneveld, a new club member, has expressed interest. He will likely be appointed editor at the April Board meeting .
- GTA Corridor
The Project Team for the GTA Corridor has invited input from the public. Comments may be submitted up to June 6, 2011.
- Spooky Hollow 50th Anniversary
Individuals are asked to submit photos and articles for the September 2011 issue of the Wood Duck, which will celebrate the 50th Anniversary of the Club's acquisition of Spooky Hollow.
- Environment Canada Pronouncement
Jim Stollard has submitted proof that the HNC follows the Canadian Land Trust Standards and Practices to Environment Canada. This should indicate to them that we meet their ethical standards. He has also submitted our Letters Patent. Environment Canada will have to advise us in what way we need to change the Letters so that they meet their standards for a dissolution clause should the Club ever cease to be.
- Trivia Night Fundraiser
This fun-filled annual event will occur on the evening of April 16 at the Unitarian Church. A 50/50 draw and a silent auction are planned along with the Trivia contest. Tickets are $10 each or $70 for a table of 8.
- HNC Baillie Birdathoner
In the past some of the Club's pre-eminent birders have volunteered to participate in the Bailey Birdathon for the Club. Bill suggested, and the Board agreed, that we resume the practice which will raise money for Bird Studies Canada and for the HNC. Club members are invited to sponsor our Bailey Birdathoner, Dave Don. Regular participants from the Club will also be looking for support, so there should be lots of opportunities to help raise some money for HNC and BSC.

FEBRUARY 10, 2011
Items Discussed:
- GTA Corridor
Gord McNulty has worked with the South Peel Naturalists to create a resolution for Ontario Nature concerning all the possibilities of this proposed highway and where it may be located. The resolution will be presented at Ontario Nature's 80th Annual General Meeting and Gathering on June 11-12 at the Ganaraska Forest Centre north of Port Hope.
- Donor's List
Warren Beacham proposed that the Club recognize its donors by publishing their names in the Wood Duck. Both individual and corporate donors will be recognized and the first list will cover donations made in 2010. It should appear in the April Wood Duck.
- Wood Duck Editor
The Club is still seeking an editor for the Wood Duck. There was a suggestion that the requirement that the editor be a member of the HNC Board could be dropped. This should make the position of editor less demanding.
- Pleasantview Survey Inclusion in Niagara Escarpment Commission Lands
The City wants to include Pleasantview in the Niagara Escarpment Commission Lands. This would give the area south of York Road and north of the railway another layer of protection The Sanctuary Committee will write a letter in support of this proposal before the April 1, 2011 deadline.
- Renegotiation of Habitat Preservation Endowment Fund with Hamilton Charitable Foundation (HCF)
Because the Canada Revenue Agency has changed the rules concerning charitable endowment funds, it is now possible for organizations to access some of their capital held in perpetuity, should there be a need. The HNC will ask the HCF to investigate the possibility of reopening our original funding agreement with them concerning the Habitat Preservation Endowment Fund to see if this option can be made available to us.
- Environment Canada Pronouncement
The pronouncement involves maintaining our eligibility status with the Ecological Gift Program. It requires that the HNC follow a "recognized set of ethical and technical guidelines" in our land trust operations, and also requires that our Letters Patent follow their new "requirements for a dissolution clause."
The Club has already adopted the ethical and technical guidelines, when we adopted the Canadian Land Trust Alliance Standards and Practices, which we can demonstrate to Environment Canada by sending them the minutes containing the motion of adoption.
Jim Stollard is pursuing the matter of the Letters Patent, working with our lawyer to find out what is required and then seeing that the Letters Patent contain the correct wording.
Motions Passed:
- That the HNC ask the Hamilton Charitable Foundation to investigate the possibility of re-opening our funding agreement with them concerning the Habitat Preservation Endowment Fund, subject to no cost to the HNC. Motion carried.
- That the Board give Jim Stollard the authority to enquire and negotiate with the Ecological Gift Program National Secretariat in regard to the suitability of its ethical and technical guidelines for the Land Trust and with regard to the adoption of the dissolution clause in our Letters Patent suitable to the requirements of the Ecological Gift Program. Motion carried.

JANUARY 6, 2011
Items Discussed:
- Policy Regarding Privacy and Forwarding of E-Mails:
Some matters discussed by the Board are of a sensitive nature, and comments and opinions expressed should not go beyond those involved in the discussions. Jim Stollard proposed guidelines for Board members to follow concerning privacy and the forwarding of e-mails to persons or organizations not on the original distribution list. A motion was presented to accept the guidelines and was passed unanimously.
- Legacy Circle Program Committee:
The Sanctuary Committee, Paul Attack, Michael Fischer, Elaine Serena and Jim Stollard, is revising our brochure encouraging donations to HNC and the Land Trust. This document is one part of the entire donor attraction and recognition program, from first contact with prospective donors to recognition of those who have donated. It is expected that the document will be ready in the spring.
- Head-of-the-Lake Land Trust Website:
The Head-of-the-Lake Land Trust website is now in operation. To visit it, go to www.headofthelakelandtrust.org or go to the HNC web site and click on Head-of-the-Lake Land Trust on the home page menu bar, then select "About Us".
- Password Access to the Wood Duck on Website:
Should we restrict access to the Wood Duck on web to password holders (i.e. HNC members)? What do other clubs do? Jim Stollard reviewed who looks at our web site and discovered that people from the U.S., Canada, UK and India have viewed it the most. Jean Stollard discovered that most clubs do not limit access to their journals to password holders and suggested that we should not, either. Board members agreed.
- Update on RBG Resource Centre Library:
The RBG Library has languished for several years because of lack of funding. The RBG sought and received funding for a study to prepare a Strategic Plan for a Library/Resource Centre. A number of meetings were held in December to ascertain whether staff, management and the various organizations such as the HNC that work with the RBG would be in favour of a Resource Centre. If reaction is positive, then planning and fund raising will be required to turn the library into a Resource Centre that will be core to the RBG, centrally located and open to all who visit.
- 50th Anniversary of Spooky Hollow:
Warren Beacham noted that 2011 marks the 50th Anniversary of the acquisition of our Spooky Hollow Sanctuary. Although nothing has been planned just yet, we will be marking the event later in the year.

- Policy regarding privacy and forwarding of e-mails — see first item above.
- On January 18, 2011 Jim Stollard moved by e-mail that the Summary of the December 2010 Minutes for inclusion in the Wood Duck and Website be accepted by the Board as presented in the e-mail. Motion passed.
- In order to encourage land owners of Environmentally Sensitive Areas to allow our biologists and ELC technicians to access their lands for the Natural Areas Inventory, Jim Stollard moved by e-mail on January 19 that the club donate three copies each of Birds of Hamilton, Atlas of Mammals of Hamilton, and Bird Checklist to the Nature Counts Two Natural Areas Inventory. Motion passed.
SUMMARY OF THE MINUTES OF THE HNC BOARD MEETING
DECEMBER 9, 2010
Items Discussed:
- Update on the Deer Management Advisory Committee:
The HNC has a representative on a committee formed to advise the Hamilton Conservation Authority on deer management. Neighbours of Iroquoia Heights and the public will be asked to fill out a questionnaire by the committee. Recommendations are expected in late spring or early summer.
- St. Joseph's Villa Development:
The OMB hearing on this proposed Dundas development is scheduled for February 11. HNC has submitted a participant's statement in opposition.
- Policy guidelines regarding privacy and forwarding of e-mails:
The Board is continuing to evaluate proposals for a policy or guideline statement on this matter.
- Joint Travel Program with Quest Nature Tours:
The idea of joining with Quest to promote group tours for HNC members does not fit with our non-commercial nature. We are not pursuing it.
- New Hamilton Natural Areas Inventory:
A partial inventory program is underway but a lack of funding has caused some work to be delayed. We are pursuing funding.
- Niagara to GTA Corridor:
HNC has sent a draft resolution to ON Nature for presentation in opposition to this highway through our region.
- Bike Path through Chedoke Golf Course:
The HNC has presented its objections, especially concerning the cutting of trees.
- Free Student Memberships:
The Free Student Membership Committee is working on this idea as a means to attract more students to take an interest in our Club and our work.
- Tiffany Creek Headwaters Environmentally Sensitive Area:
At City of Hamilton Planning Committee, HNC objected to having 8 acres carved off an ESA for a housing development. Treating an ESA in this manner sets an unfortunate precedent.
- Head of the Lake Land Trust:
The Land Trust now has its own web site.
- Annual Audit Costs:
Although they are up 10% from last year, the auditor is doing more work for us. Having audited financial statements is very valuable when applying for grants.
